Das Weiße Haus selbst hat die Excel-Datei der Planung der US-Schulden bis zum Jahre 2017 inzwischen online gestellt – Gelegenheit, Antworten auf die Fragen zu suchen, die durch die Zahlen gestellt werden.

Armee, Homeland-Security, Justiz und Gefängnisse fressen den Staat auf
Die Regierung von Obama begnügt sich nicht nur mit der Veröffentlichung der Zahlen zu Schulden und Staatseinnahmen, sie stellt auch zahlreiche historische Dateien über die einzelnen Posten im Staatshaushalt der Öffentlichkeit zur Verfügung.
So können wir etwa verfolgen, dass zwar der Anteil der Rüstungsausgaben am Bruttoinlandsprodukt immer weiter sank, die absoluten Ausgaben aber ständig stiegen. Das für 2013 bisher geplante Defizit von 901,4 Mrd. Dollar entspricht fast einem Drittel der erwarteten Einnahmen von 2,9 Billionen Dollar – mit einer derart desaströsen Haushaltsplanung würde selbst eine griechische Regierung keine Legislaturperiode überleben.
Wie wir Tabelle 15.4 entnehmen können, sorgten u.a. 751,3 Milliarden Dollar Verteidigungsausgaben dafür, dass die USA laut eigenen Angaben 2011 gar ein Haushaltsdefizit von über 50 Prozent aufwiesen. Da Justiz und Gefängnisse überwiegend in die Zuständigkeiten der Bundesstaaten fallen, ist es ein Rechenkunststück, die Gesamtausgaben der USA für „Sicherheit“ zu addieren. US-Aktivisten haben so etwas probiert und kommen auf 7,6 Billionen Dollar seit 9/11 (Der teure, aber weiterhin unhinterfragte Sicherheitswahn).

Leaked US Memo Pans Albania PM
A leaked US State Department memo condemns Prime Minister Sali Berisha’s nationalist rhetoric, calling it a danger to regional stability.

The undated memo seems to have been sent to Prime Minister Sali Berisha after Serbia took down a memorial to ethnic Albanian fighters in the southern Serbian town of Presevo in January.
The State Department says that Albanian leaders are veering away from their traditional constructive role in the region.
“Recent public statements made by Albanian politicians on the Presevo monument have crossed the line from responsible political discussion to counterproductive, potentially dangerous rhetoric,” the memo reads.
“They not only promote more inflammatory behavior and distract from the region’s priorities but also potentially incite violence, erode peace and stability and impact our relationship,” it adds.
Queried by Balkan Insight on the authenticity of the memo, a spokesman for the US Embassy in Tirana said: “We do not comment on diplomatic exchanges.”
Berisha declared that the removal of the monument showed that Serbia was a racist state, adding that ethnic Albanians in the Balkans ought one day to unite in one country.
“This act shows once more that there is only one way, the unification of the Albanian nation, for Albanians to enjoy the freedom they earned by shedding blood,” the Prime Minister said.
The memo downplays the importance of the monument, noting that it was erected illegally and that it was meant to provoke the Serbian authorities.
It also highlights efforts by the OSCE mission in Belgrade and the US Embassy to negotiate an agreement between Presevo Albanians and the government of Serbia on the dispute.
The memo underlines that Berisha’s statement made negotiations harder and they were an intervention into Serbia’s internal affairs.
Two nationalist parties, the Red and Black Alliance and the Party for Justice, Integration and Unity, PDIU, have appeared lately on the political scene in Albania.
The PDIU, which is a junior government partner, represents the Cham minority, Albanians expelled from Greece at the end of World War Two, and targets its rhetoric at Athens.
The Red and Black Alliance focuses on the potential unification of all ethnic Albanian lands and has lashed out both against Albania’s neighbours and against Berisha, calling him an autocrat and a traitor.
Under attack, and with few successes to show off before the June 2013 parliamentary elections, Berisha has increasingly appealed to pan-Albanian sentiment.
The State Department memo says the upcoming election should not serve as an excuse for “irresponsible rhetoric and negative political messages”.
It urges Albania’s political elite to stay out of Serbia’s affairs and concentrate on its EU integration process, holding free and fair elections and on improving the economy.
“You are not making a good impression just as we prepare for a new State Department leadership,” the memo says. “Don’t make us condemn you publicly,” it warns.

¶3. (C) Comment: Post is not sure which tack the ODIHR report
on the Albanian elections will take once released, but it is
widely accepted locally that many MPs posing as "businessmen"
are in fact strongly suspected of having ties to organized
crime. These individuals are now MPs, have immunity under
the law, and are responsible for making the laws that will
propel Albania toward further Euro-Atlantic integration. The
seedy, possibly criminal, behaviorof many of Albania's MPs
is disturbing and does not bode well for democratic
development. It is a widelyheld view throughout Albania
that all parties have MPs with links to organized crime and
accept money from organized crime. This is a very troubling
phenomenon that we and the international community will have
to address at some point in the future. One bright spot,
however, is that there are a few MPs who have begun to
recognize that Albania should not have such
characters represented in its parliament. How long it will
take though to remove these ruffians from power though is
another question. After all, money is the lifeblood of
politics, and in a poor country with no campaign finance

U.S. warns Albania against stoking nationalism

(Reuters) – The United States has warned leaders in NATO ally Albania in no uncertain terms to stop stoking nationalism in the run-up to an election because they risk destabilizing the region.
Facing a close contest in the parliamentary election in June, Prime Minister Sali Berisha has been ruffling feathers in neighboring states that are home to millions of ethnic Albanians with his increasingly nationalist statements.
Last November, the foreign minister of neighboring Greece boycotted Albanian centenary festivities in Tirana after Berisha hailed a town over the border as “Albanian lands”. The president of Macedonia, where a quarter of the population are ethnic Albanians, also stayed away.
In a memo to the Albanian Foreign Ministry reported on Friday by a number of newspapers, the U.S. State Department said Albania’s leaders were wading into “potentially dangerous” territory, given the history of ethnic conflicts in the Balkans.
Such remarks “not only promote more inflammatory behavior and distract from this region’s priorities, but also potentially incite violence, erode peace and stability, and impact our relationship”, it said.
Even more bluntly, it told Albanian politicians to “stay out of the affairs of Serbia”, which is in delicate European Union-mediated talks aimed at normalizing ties with Kosovo, whose mostly ethnic Albanian population broke away from Serbia in 1999.
A U.S. embassy spokesman declined to comment on the memo.
HISTORY OF CONFLICTS
Berisha has repeatedly complained of foreign “Albanophobia”, and raised eyebrows in Serbia last month when he referred to ethnic Albanian former guerrillas there as “heroes of the Albanian nation”.
Ethnic Albanians waged insurgencies in both southern Serbia and Macedonia in 2000 and 2001. Those conflicts were a spillover of the 1998-99 war in Kosovo, which broke away from Serbia after a U.S.-led NATO air campaign halted a brutal Serbian offensive to quell separatism.
Kosovo declared independence in 2008. But poverty, unemployment and a lack of integration continue to fuel discontent among ethnic Albanians across the region.
Washington was the driving force behind Albania’s accession to NATO in 2009, and is pressing Tirana to ensure that its election is free of the violence and fraud allegations of previous votes, so that its bid to join the EU can move ahead.
Analysts say Berisha may be responding to the emergence of a new nationalist party called the Black and Red Alliance, a name taken from the colors of the Albanian national flag.
“Berisha is wrong if he wants to build himself a flak jacket made of nationalism to protect him should the elections go wrong,” opposition lawmaker and former prime minister Pandeli Majko told Albanian television.
But Berisha defended his approach.
“This nationalism does not have territorial claims,” he told a session of parliament on Friday marking Kosovo’s fifth year of statehood. “This nationalism is not based on doctrines of extermination, like the nationalisms around us.”

Roderich Kiesewetter, rapporteur for Albania at the largest German party, joined the critics made by the US about the January 21st trial, which found the National Guard officers not guilty for the killing of four protesters.
In an interview for Deutsche Welle, Kiesewetter declares:
“I don’t know the investigation details, but when the Prosecution demands the highest punishment, 23 and 25 years in prison, and the Court acquits the defendants, I think it is a case that needs special investigation. In Germany that would immediately cause the establishment of a Parliamentary Investigation Commission, due to the uncertainties brought by that decision. Yes, we want an independent judiciary in Albania, but between the 25 years to prison request and finding acquitting the defendants there is a huge difference, and that would be understandable for EU countries that want Albania to progress, among which is Germany. That is why I think that a thorough investigation is required, especially when Albania aims to become an EU member and receive the candidate status. They should avoid giving impressions that the verdict might have reached illegal levels”, Kiesewetter declared.
Kiesewetter says that he criticized the behaviour of the Albanian justice authorities since January 21st 2011, and that the investigations cannot end with this verdict. When keeping in mind that Albania is trying to join the EU, this verdict has a special weight.
The Demo-Christian MP adds that EU cannot allow the candidacy of countries that have open irregular matters.
“My appeal for the Albanian authorities is to work together, investigate the events and make a good promotion of their country abroad. The EU is interested to know why this verdict was reached. All details should be given and it must be clear that the Albanian judiciary is interested to resolve cases. Albania cannot afford giving the impression that things are kept hidden here. Without a complete transparency on this case, all countries that support Albania’s EU candidate will withdraw and say: ‘Albania needs more time’. Wenn die Hasbara sich die Kehle aus dem Hals hetzt, um eine Dokumentation der ARD niederzumachen, dann ist das ein sicheres Zeichen dafür, dass es nicht verkehrt ist, sich diese Dokumentation einmal anzuschauen. Gegen den als ARD-Dokumentation ausgestrahlten Film “Die Syrien-Falle” zogen die Süddeutsche Zeitung, der Spiegel und das Springerblatt “Bild” quasi im Chor vom Leder was das Zeug hält, und das in den schrillsten Tönen.
Zuerst mal, für diejenigen, die die sehr spät abends ausgestrahlte Dokumentation von Hubert Seipel nicht gesehen haben: auf der Webseite der ARD befindet sie sich, bevor die regelmäßige Depublizierung zuschlägt, hier, und auf Youtube befindet sie sich derzeit hier.
Kurz zusammengefasst wird in der Dokumentation im Grunde genommen der Versuch der “Demokratisierung” Syriens gutgeheißen, doch was da eigentlich genau vor sich geht – und vor allem warum – wisse man nicht, und da die mit kriegerischen Mitteln durchgesetzte US-geführte Demokratisierung des syrischen Nachbarlandes Irak kein wirklich toller Erfolg war, sollte man nun in Deutschland auch in Bezug auf Syrien sehr skeptisch sein, was das Verlangen anderer Staaten betrifft, Deutschland möge dazu beizutragen, den allseits gewünschten Regime Change in Syrien mit militärischen Mitteln durchzusetzen, und das gilt insbesondere für eine potentielle, aus Gründen der Bündnistreue erfolgende, deutsche Kriegsbeteiligung in Syrien durch die deutschen Patriot-Raketen, die jüngst in der Türkei stationiert wurden.
Wie aus einem im Dezember 2012 in der Süddeutschen Zeitung erschienenen Artikel hervorgeht, steht die deutsche Regierung, nicht nur, aber insbesondere der von Bilderberg-Spezi Matthias Naß kürzlich als “Anti-Interventionist” portraitierte Außenminister Guido Westerwelle, einem offenen NATO-Krieg gegen Syrien ausgesprochen skeptisch gegenüber, während NATO-Generalsekretär Rasmussen, die Türkei, Britannien und große politische Kräfte in Frankreich und in den USA, die erst in letzter Minute von einem überraschenden Veto von US-Präsident Barack Obama ausgebremst werden konnten, genau darauf hinarbeiten. Die kriegskritische Dokumentation zum Terror- und Propagandakrieg gegen Syrien von Hubert Seipel befindet sich damit auf einer ähnlichen Linie wie die, die die deutsche Regierung vertritt. Angesichts dessen, dass es sich bei dem Film um eine Dokumentation handeln soll, wäre es durchaus wünschenswert gewesen, dass den Zuschauern nahegebracht worden wäre, wer innerhalb der NATO in Bezug auf Syrien auf eine Eskalation der Gewalt setzt, und dass die deutsche Bundesregierung innerhalb der NATO der öffentlich zugänglichen Quellenlage zufolge die führende Kraft ist, die das zu vermeiden sucht……..

LEAK OF WHITE PAPER BOOSTS INTELLIGENCE OVERSIGHT
The unauthorized disclosure last week of a Justice Department White Paper on the legality of targeted killing of senior al Qaida operatives who are Americans had the collateral effect of strengthening congressional oversight of intelligence.
The leak not only fulfilled a stalemated congressional effort to provide information to the public, but it also catalyzed the long-sought disclosure of classified documents to the intelligence committees themselves.
Although the intelligence committees received the White Paper in June 2012, they proved powerless on their own to gain its broader public release, or to acquire their own copies of the underlying legal memoranda.
“I have been calling for the public release of the administration’s legal analysis on the use of lethal force–particularly against U.S. citizens–for more than a year,“ said Sen. Dianne Feinstein, the chair of the Senate Intelligence Committee in a February 5 statement. „That analysis is now public….“
In other words, what the chairman of the Senate Intelligence Committee was unable to accomplish for over a year was achieved by a resourceful reporter (Michael Isikoff of NBC) along with a cooperative source. That is a peculiar fact that ought to prompt some soul-searching on the part of the Committee, which has been relentlessly critical of intelligence-related leaks.
But the disclosure did more than just make the White Paper available to the public and launch a substantial public debate on its contents. It also enhanced the ability of the intelligence committees themselves to gain access to additional classified records on which oversight depends.
Specifically, it was the leak of the White Paper that enabled the belated disclosure of two classified Office of Legal Counsel memoranda to the intelligence committees last week.
The causal relationship between the leak and the release of the OLC memos was made explicit by White House press secretary Jay Carney at a February 7 press gaggle.
„I mean, there has always been some interest, obviously, but there has been heightened interest. I think that what you’ve seen in the — because of the public disclosure of the white paper, is that that interest reached higher levels than in the past, and therefore this decision was made to make this extraordinary accommodation to provide classified Office of Legal Counsel advice,“ Mr. Carney said.
This statement neatly illustrates the synergy that can exist among robust national security reporting, public awareness and effective intelligence oversight.
Yet the Senate Intelligence Committee in particular seems to have lost sight of the benefits for its own work of press attention and public engagement. The February 7 hearing on the nomination of John Brennan to be Director of CIA marked the end of a period of more than one year — dating from January 31, 2012 — without a public hearing. This may be an unprecedented hiatus in the history of the Senate Committee. (The House Intelligence Committee has held public hearings more frequently.) In light of last week’s events, the nearly exclusive emphasis on closed hearings should perhaps be reconsidered.
DOJ WHITE PAPER RELEASED AS A MATTER OF „DISCRETION“
Late Friday afternoon, the Department of Justice released an official copy of its White Paper on lethal targeting of Americans to Freedom of Information Act requesters, including FAS and Truthout.org, several days after it had been leaked to the press.
The official version appears to be identical to the document posted by NBC News, except that it contains a notation on the first page stating „Draft November 8, 2011.“ (It also lacks the heavy-handed NBC watermark.)
„The Department has determined that the document responsive to your request is appropriate for release as a matter of agency discretion,“ wrote Melanie Ann Pustay, director of the Office of Information Policy at the Department of Justice.
This is a surprising statement, because as recently as two or three weeks earlier, the Department had said exactly the opposite.
„The document is protected by the deliberative process privilege, and is not appropriate for discretionary release at this time,“ wrote Paul Colborn of the DoJ Office of Legal Counsel in a January 23, 2013 denial letter to the New York Times.
What changed in the interim? Obviously, the fact that the document leaked — and had already been read by most people who cared to do so — altered DoJ’s calculation. The decision to cease withholding the document in light of its public availability displays some minimal capacity for reality-testing. To continue to insist that the document was protected and exempt from release would have been too absurd.
But the Freedom of Information Act process is supposed to meet a higher standard than „not absurd,“ and in this case it failed to do so.
According to a FOIA policy statement issued by Attorney General Eric Holder in 2009, „an agency should not withhold information simply because it may do so legally. I strongly encourage agencies to make discretionary disclosures of information. An agency should not withhold records merely because it can demonstrate, as a technical matter, that the records fall within the scope of a FOIA exemption.“
The Attorney General’s policy cited President Obama’s own statement on FOIA which declared that „The Government should not keep information confidential merely because public officials might be embarrassed by disclosure, because errors and failures might be revealed, or because of speculative or abstract fears.“
The pre-leak withholding of the White Paper on targeted killing appears to have been inconsistent with both policy statements. It is now clear that only „speculative or abstract fears“ were at issue, not actual hazards.
Was the release of the memo „a threat to national security“? A reporter asked that question at the White House press briefing on February 5. „No. No,“ said Press Secretary Jay Carney. „It wasn’t designed for public release, but it’s an unclassified document.“
„And since it is out there,“ he added, „you should read it.“
Last week, Reps. Darrell Issa and Elijah Cummings of the House Committee on Oversight and Government Reform asked the Department of Justice to explain several apparent inconsistencies between FOIA policy and actual practice.
„The Committee seeks information about a number of issues including what many term as outdated FOIA regulations, exorbitant and possibly illegal fee assessments, FOIA backlogs, the excessive use and abuse of exemptions, and dispute resolution services,“ they wrote in a February 4 letter.

Das CIA-nahe Propaganda-Outlet “Spiegel” gestand am heutigen Donnerstag ein, dass das Angriffskriegsbündnis “Westliche Wertegemeinschaft” im dritten Weltkrieg an der iranischen Front einen “schweren Rückschlag” erlitten hat.
Am 1. Februar verkündete die zionistische Holtzbrinck-Presse, Joe Biden, der zionistische Vize-Chef des US-Regimes, “dränge Iran zu Atomverhandlungen.” Am 2. Februar legte die Holtzbrinck-Presse gar mit der Behauptung nach, “Biden reiche Iran die Hand.”
Natürlich meinen die USA das nicht ernst. Das zionistische US-Empire hat schließlich durch bis heute andauernde Jahrzehnte permanenter Terror- und Angriffskriege bewiesen, dass es keine unabhängigen Staaten akzeptiert, die sich ihre Meinung zum Weltgeschehen und ihre Politik nicht vom US-Empire diktieren lassen. Dass das US-Empire nicht bereit ist, die staatliche Unabhängigkeit des Iran zu respektieren und das iranische Atomprogramm den USA lediglich als Vorwand für die Bekämpfung der staatlichen Unabhängigkeit des Iran dient, machten die USA gestern nochmals deutlich, in dem sie ein weiteres Konvolut von gegen Iran und den iranischen Verbündeten Syrien gerichteten Sanktionen verfügten.
Aufschlussreich sind dabei zum Einen die Wirtschaftsbereiche des Iran, auf die das zionistische Empire mit den verschärften Sanktionen abzielt: nämlich Energiewirtschaft, Medien, Elektronikindustrie und Cybersicherheit. Während die Sanktionsziele Energiewirtschaft und Elektronikindutrie noch entfernt mit dem iranischen Nuklearprogramm zu tun haben, indem die Energiewirtschaft für Staatseinnahmen sorgt und die Elektronikinustrie vielfältig verwendbare elektronische Bauteile herstellt, sind die Sanktionsziele Medien und Cybersicherheit ein klarer Beweis dafür, dass es das Ziel des Empires ist, nach dem Fehlschlag mit der Mossad-geführten “grünen Welle” 2009 Iran erneut mit einer sogenannten “bunten Revolution” anzugreifen und so einen Regime Change in Iran zu versuchen. Mit dem Nuklearprogramm des Iran, das den USA als Vorwand für die Sanktionen dient, haben die Sanktionziele Medien und Cybersicherheit überhaupt nichts zu tun, sondern im Gegenteil: Mittel, die der iranische Staat für Medien und Cybersicherheit ausgibt, kann er nicht für das iranische Nuklearprogramm ausgeben. Die Sanktionsziele legen also die Verlogenheit der US-amerikanischen Behauptung bloß, ihnen gehe es um das iranische Nuklearprogramm.
Aufschlussreich ist zum Anderen, wen das Empire mit den neuen Sanktionen wie zu treffen gedenkt. Da Iran bekanntlich keine Beziehungen zu den USA unterhält, gibt es nichts, was die USA an amerikanisch-iranischen Beziehungen wegsanktionieren könnten. Und so richten sich die verschärften Iran-bezogenen US-Sanktionen ausschließlich gegen Drittstaaten. Wie die britische Hasbara-Schleuder BBC diesbezüglich eingestand, wollen die USA mit den verschärften Sanktionen insbesondere der Türkei, Indien und China Sanktionen für den Fall angedrohen, dass diese Staaten sich bei ihrem Handel mit Iran US-Diktaten nicht unterwerfen und trotz eines US-Verbots beispielsweise iranische Ölprodukte mit Geld bezahlen.
Dass die USA mit ihnen befreundeten Staaten Sanktionen androhen, offenbart ebenso wie der angesichts der anti-iranischen US-Kriegsrhetorik überraschende Abzug eines US-Flugzeugträgers aus dem pe….
